Intellectual Property Creation and Commercialization (IPCC) is a service offered by TCO in cooperation with the Government of Dubai to external governments and other institutions who would like to assess and build on the expertise and knowledge of Government of Dubai. The Consulting Office assists Government of Dubai institutions and divisions in packaging and exporting their Intellectual Property to share their knowledge with external governments and institutions.

TCO's Intellectual Property Creation and Commercialisation service (IPCC) is a two step process:

• In the first step, TCO helps government entities to structure their experience and expertise into transferable knowledge products.
• In the second step, it supports third party government to implement proven solutions by the Government of Dubai with the support of experts and experienced consultants. TCO's implementation support depends on the third party government needs and can range from coaching to training, capability development to complete project and change management.
